Someone has to classify it as such. Plans for a military op should, under military rules, be termed as "classified". So they are showing their incompetence from that angle.

To be honest, some of the clowns they've assembled are so egregiously wrong for the job - or public office of any sort - that I'm not sure they're actually meant to be able to manage.
