It was 1998 wasn’t it? I think there were at least two factors at play. Firstly, Blair and Brown had replaced the fear of not getting elected because of their economic record, with being afraid of being one-term only, because of their economic policy. As far as I can recall, there was also the pre-election commitment to not deviate from their opponent’s fiscal policy, either for the first two years or all of a first term. What I can’t remember is whether Major and Clark had committed to reducing it post-GE, which would explain it in itself.
Perhaps more fundamentally, GB was a Chancellor of his time. Apart from the fear of losing in 97 and then in 01, he was also very much alive to the economic outlook for when he felt he would rightfully assume the office of PM. Add to that, the only other Labour government in his adult life had crashed and burned on IMF loans, currency runs and rampant inflation - I think he sought stability and security. Certainly the changes to CGT were seen as promoting long-term investment over short-termism. When you consider that his first few months as shadow Chancellor saw Black Wednesday it’s no surprise he would use fiscal levers to restrict speculative activity.
None of that is to say he was right, 100%. I suspect he didn’t intend the knock-on effect of buy-to-lets restricting entry into the housing market for new buyers. But it gives some context.There's only one thing better than a Hibs calendar and that's two Hibs calendars

But it raises massive flags about morality and probity in public life, given he has failed to provide disclosure for the period prior to 19-20, when he was an MP and a government minister.
