I don't think Mrs Budge failed in the seating department at all, to cram them all into the reduced capacity stadium she ordered plenty small size posterior resting receptacles but when she realised how many big erses she had to fit into them she swiftly had the container tipped into the South China sea and started again.

She's a successful business person don't you know.
