I've done a speed awareness course and any dual carriageway way with a barrier of any kind between the roads in the centre mean its a 70mph section when the NSL is displayed. If there is no barrier between in the centre then its 60mph or whatever speed is displayed on the signs in that particular area.

The guys taking the course also said that the 20mph speed limit with the flashing lights around schools are also only advisory and not enforceable, I found that surprising to be honest.
That’s interesting on your second point. Mrs Overdrive failed one of her many driving tests for doing 30 in a flashing 20 school zone which is quite funny in itself given she’s a school teacher .

On a similar note, someone once told me temporary lights are only advisory. Not sure if that’s true or not.
