That's arguable. The Scottish Child Payment has increased from £10 to £26 yet one in four children remains in poverty. That ratio has remained the same since the payment was introduced. Swinney, like Sturgeon before him, bangs on about Scotland being a prosperous country when he rolls out his annual independence rallying call/damp squib, but steadfastly refuses to use the devolved tax powers at his disposal to harness that wealth and sustain the public services which are so financially strapped. They will never shift the child poverty dial by continually increasing state handouts.
