With a normal government in power I would say yes.

I spent almost 40 years being impartial, giving advice without fear or favour.

Like most decent folk I've been appalled by what's been going on around Downing Street and some other government departments. The leadership in these departments has been incredibly weak. This short of ****, as described by Lord McDonald, and more should have been nipped in the bud.

Even Natalie Evans, the leader of the Lords sitting alongside True, seemed to see the funny side.
