Here a quote from the Observer on the same day:
"The*new government guidelines*define a mass gathering as “any event with more than 500 attendees”, and say that while the government does not have the power to cancel events, it expects “organisations and bodies in Scotland to operate responsibly in this unprecedented situation, and to take appropriate action in response to this advice.”
The Daily Record 15th of March:
"The Scottish government does not currently have powers to cancel events, but is encouraging and advising organisers to act responsibly to support the efforts of emergency services and the wider public sector to prepare for increased numbers of cases of coronovirus."
Maybe you're a Sun reader:
The Scottish Government said that they do not have the powers to cancel events but has pleaded with promoters to "act responsibly".
There's 3 possibilities:
1. The Scottish Government were lying and the whole British media failed to pick up on it.
2. The Media all got it wrong but you're right.
3. You're wrong.

I'm not too bothered about dates as such. Italy set dates and then made good progress so amended dates forward, likewise Spain eased at different rates around the country and some places had stricter controls after others partially reopened.
It reads and sounds fairly positive and it appears it will be reviewed on an ongoing basis so if we continue to make progress as we have done in getting the numbers down then we probably aren't that far away from seeing real noticeable changes.

What exactly would putting a totally arbitrary date on a phase achieve?
Why would that make you this any better?
Surely the reasoning behind the progression to each phase is far more important than the guessed dates of implementation?
I mean England are already rowing back on 1/6 schools - which shows how silly putting a set date in things is

Im alternating between 'wtf' and 'it might be a grey area'
People shouldnt be leaving the house except for essentials and excercise, so it hardly allows for that.
Hopefully now people can see theres a roadmap they'll be less inclined to flaunt the rules.

None of the Boris bluster, rhetoric and (dare I say it) lies from the week before.

Everyone has a right to question the govt, if you are OK with being a subversive member of society and you just want to nod and agree with everything that’s you prerogative.
By not putting any dates leaves a huge question mark for people with businesses who are trying to plan for a return to trade. There should be dates that people can work towards, people will understand the caveats.
I’ve skimmed read the full PDF from Scot.gov. A lot of positives in there and it is very credible.
I’m still sure that we’ll sail through the various phases. However I am concerned that there is not even a mention of a ‘phase 5’ which is a return to normal.

Phase 3 includes schools re-opening which is hoped to be in place on the 11th August. Gives you a decent idea of the time frame.

Can’t say I’m too fussed about dates around coming out of lockdown, I’m just delighted that there’s now a light at the end of the tunnel. I think the other restrictions will start to be lifted in an organised way throughout the summer as people begin to return to work and shops start opening.

I agree though, I hate it. I first heard it in a workshop around eight years ago, in relation to the future of public services. But it also feels dissonant. Even outwith public services and just thinking societally, the norm changes all the time, in my lifetime certainly. It doesn’t need a stupid phrase, it is merely reflective of changing mores and probably how the economy changes and dictates social policy.There's only one thing better than a Hibs calendar and that's two Hibs calendars
