We know that Administration would result in a 10 point penalty, but where do they get the other 7 from?

The only thing I can think is that they have a suspended points deduction that we haven't been told about.

Weren't they going to change the penalty from 10 points to a percentage of the points total from the previous season? I may have dreamt that though.

One journo on twitter said its actually 18 points but no reason why!

The new rules agreed after the demise of the currant buns means a new automatic points deduction of 15 points minimum or, if greater, a third of the total points tally in the previous season if a club goes into admin. Or something like that.
