When I was in Berlin traffic lights seemed to be optional to drivers, especially taxis, every time we were crossing a busy street on the green man someone would almost run us over usually turning into the Main Street from a side street.
Your probably talking about junctions where there's a little painted green arrow for right turns. It's one of the few things that was integrated from East German traffic laws into German traffic laws. It basically means vehicles can turn right at junctions when the road is clear, even with a red light and needs to be treated like a stop sign.
