So the driver goes say 2 miles, then realises the road is closed and readjust to ho another way, in the mean time your charged more because Uber charges on distance covered. Meanwhile a cabbie knows what's open and what's closed and goes the correct way from get go.
Uber charges an up front payment for getting you to the destination.

It doesn't increase regardless of how long it takes or which route is taken.
