I'm actually relieved to hear this. There has been some whispers about UEFA taking what had been dubbed the 'nuclear' option, leaving FIFA. Once Germany, Italy, England, etc. are out and forming their own association the sponsors will follow. That (it was expected) would cause a domino effect. The result would be two world bodies and potentially two world cups with only the smaller nations remaining in a FIFA that would be substantially weaker than the new body.
Any new President has to be ready to reform the organisation, for that he will need the support. Blater was re-elected because he was good for the smaller nations (for good and ill), will there be a Blater II candidate who aims to continue business as usual?

I sincerely hope that his stepping-down is part of a deal he's made which might soften his eventual prison-sentence. I'd also hope the authorites are looking into the companies whose money made all the corruption possible.
