I assume it's trying to find a way for the hosts to have some meaningful match preparation pre tournament, rather than the odd friendly as it stands.

Surely games against the French for whomever is in their group are just another chance for injuries/fatigue etc that might impact them negatively for subsequent "point earning" games?
A poorly though out quirk by the blazers methinks

The only other reasoning I can think of is giving France an opportunity to maintain their ranking via competitive games and to possibly even out group numbers but, even taking all that into account, it's a pretty bizarre decision.

Interesting that UEFA has also revamped the match programme, with a new 'Week of Football' ending the usual Friday-Tuesday double-header of qualifying games.
Instead, ties will be played from Thursday to Tuesday with set kick-off times of 17.00 and 19.45 on Saturdays and Sundays and 19.45 for week days. When nations have two games they will be scheduled to play on either Thursday/Sunday, Friday/Monday or Saturday/Tuesday.
