England had clearly run twice as far as the French had according to the commentators and were thus exhausted.

England were suffering from injuries to almost every player in the team.

England had beaten Japan in the previous round. Several times it would seem from the commentary.

Had they (England) won the match on penalties it would have been a travesty of justice from what I saw.

Maybe draws should be decided on a points decision as in boxing. It does not seem fair to ask England to continually loose on penalties.
