There was an EN article about it at the time - he was nominated as one of the coaches' 3rd choices and therefore qualfied for the annual listing IIRC.

This is correct. I think each nation casts one vote towards FIFA World Player of the Year and Russell got a vote from one of the other Carribean Islands I think.

Correct. It was Charlie Cook - manager of the Turks and Caicos national team at that time.

As an aside, Cook was succeeded by a Scotsman, Paul Crosbie, who player-managed the nation for a few years and drafted in some Scottish mates to play for them in World Cup qualifiers.

Think they were ranked about 200th in the world at that time.
