That was a different situation, because the transfer ban wasn't relevant until Sevco obtained the Rangers membership of the SFA. Part of the negotiated settlement of Sevco obtaining the Rangers membership was that the transfer ban would be in force from 1 September 2012 to 31 August 2013. If (say) the SFA imposed a fixed term transfer ban on Hearts until 31 December 2013, there wouldn't be any such negotiation.
Does the 3000 target matter any more the administrators have given a deadline of the 12th July to bid for them?
I don't think it really matters anyway. The question is how much cash have they generated and whether that is enough to sustain them through the administration period. Only BDO can answer that really. My guess is that if they sell 3000+ (their aspiration) that would give them more than enough to see them through the next 3-4 months, as accountants tend to be conservative in their estimates. This is unlike the shysters who were in charge before.
Selling a lower number, while not ideal, should still give them enough breathing space to continue operations. It just means the staff won't get their wages as quickly as they would like, as other bills (particularly HMRC) will take higher priority. Alternatively BDO may have to explore other options to get cash in and/or cut costs, eg selling a player for a low fee. The only way IMO that BDO would have said "there's no cash coming in, therefore we have to close the doors" would have been if there had been hardly any response to their appeal.
They might have been punished for administration but not for failing to pay wages beforehand. Anything less than an embargo until January at the very earliest is nonsense. I also don't understand the media sympathy. Big Huns didn't get ur.

Ultimately, the local media has zero interest doing an about face and telling the fans the truth: that 'Mr Romanov' stole their money, there are no shares, that the club has not been punished enough...
For one thing, the fans who still buy into the allisbarry nonsense are so far gone they'd just stop buying papers, decrying it a Hobo conspiracy. The Yams that know the truth (there are a few!) pay no attention to the Bandersons and probably aren't going to start buying papers if the truth suddenly makes a return.
