They've built their warchest by being just ambitious enough to get into the champs league and collect the participation cheque. It's pretty smart on a business level. It was never a penalty, not in past rules and not in current rules. The player was pushed in the air and as he was falling the ball came down on his arm when he was desperately trying to regain his balance.
If you think about it, it’s actually a penalty for Rangers given by Beaton. The sending off was a yellow card only and Celtics penalty was at least worth debate but should not have been given either.
