You say that as though a penalty is some sort of gimme. There's an art to being successful with them too and Kane's overall penalty record is also phenomenal. I'd have to look it up the exact stats but including penalty shoot-outs I'm sure he's taken nearly 100 and scored with close to 90%.
I'd say the 3-4 foot putt is probably the harder one. Sure, with a penalty you've got somebody actively trying to stop it, but the target area from 12 yards is relatively huge, whereas no two short putts are the same, with contours and wind speed playing their part. Some are fiendishly tricky. Nerves, of course, play a key role in both penalties and putts.
