Using an EBT was not an football offence in itself. The offence was making payments which hadn't been declared in the contracts sent to the SFA or league. Celtic used an EBT for Juninho's severance pay i.e the balance of his declared contract. As it happens Billy Dodds only had an EBT from Rangers for the same reason so was also never an ineligible player.Quote:

An independent review is exactly that..independent. It doesn't need the SFA to agree to its setting up.
If one goes ahead, depending on who sets it up, its terms of reference and its powers, they could be forced to participate.
