A balance between what they have to charge and what they would like to charge?
Personally I would rather have a system of flexibility in local income tax to fund local services and a flat rate national infrastructure. But that's a whole different debate.
Let's put some numbers to it.
If I earn £12,500 today, my take-home pay is £1,012 per month. No income tax and NI of £29.
Next week i retire on the state pension of approx £9,300 and let's say I've got a small personal pension bringing my income up to the same £12,500. That's a perfectly reasonable, real life example.
As things stand, my take home income is now £1,042 as I don't pay NI as a pensioner.
Under the new rules I'll pay the £29 plus the little bit extra that's been announced, bringing me back down to the level i was on while working.
Is it really that bad?

If you earn £12500 today you're likely to be receiving Universal Credit, that Universal Credit is about to be cut by £1000 a year when the uplift is stopped and your NI contributions are about to rise by 1.25%. Using the previously mentioned figure of £50k you're paying the 1.25% increase but only paying 2% NI over approx £50k so the percentage of income lost is more from the person on £12500, how's that fair?
I thought this was a joke but sadly real. Looks like they actually are training people on jet skis to bump incoming immigrant boats 180 to send them back to France. This Cabinet reshuffle shows that it is indeed possible to fail upwards. Be **** at your job and get a newer, better one a few months later.
I really want to say something original about this shambles of a government . But if you’d ask me to name the two absolute worst performers after Williamson in terms of opening their mouths and speaking, I’d say Liz Truss and Zahawi. Both promoted today to massive jobs, foreign office and education. Rabb gets deputy PM and justice. I can only assume he’s done it for tactical reasons.
Also keeps the Universal credit cut out of the politics news.

I ask because, although it doesn’t make me warm to him any more, I thought that was Starmers best day yet in terms of actually getting some damage in on Bawjaws. Now going forward Universal credit needs to be hammered home, every day, mercilessly. When a minister thinks she can get away with saying taking £20 off UC ‘only represents two hours of work, we need to find a way of getting them that extra two hours back’, it reveals the utter stupidity mixed with contempt for the ‘hard working families of Britain’ I keep hearing so much about.
Gove's been handed a real easy job since there's absolutely no food shortages to worry about so we don't really need someone to take back control of supply.

For months, Government has been refusing to hand over evidence in our challenge concerning Abingdon Health, the testing company awarded £85 million worth of contracts without competition. Yesterday we took Government to Court to fight for this evidence - and we had a good day.
The Judge ordered the search of Matt Hancock’s WhatsApp messages and personal email accounts. We believe this is the first time a Judge has ordered a Minister, or ex-minister, to hand over their personal WhatsApps and text messages.
In fact, the Judge seemed to share our view more generally that Government’s explanations for why they haven’t recovered information from Ministers’ devices simply do not stack up, and he ruled as follows:
- Lord Bethell must provide a Witness Statement to the Court to explain - once and for all - what happened to his phone.
- Government needs to provide a Witness Statement to the Court explaining how they are going to ensure they recover all the necessary data from Bethell’s phone.
- In addition to coughing up Lord Bethell’s private emails, Government must also trawl Matt Hancock’s personal emails and WhatsApps for relevant information as to how these contracts came to be awarded with no competition.
- We will now get to see previously hidden messages from the Ministers involved in awarding this lucrative contract. We will also issue an application against Professor Sir John Bell in respect of his documents (to cover WhatsApp, University of Oxford emails and personal emails). He has previously refused to share any of his records, despite his hugely significant role in the contract awards.
Will these documents shed more light on the murky goings-on in the awarding of these contracts? Contracts which Ministers overruled their own legal advisors to sign, leaving taxpayers with a multimillion-pound bill when it turned out the tests didn’t even work.
The Judge remarked yesterday that Good Law Project is “holding the government - correctly - to high standards of conduct, both in the awards of contracts and generally” - and we will continue to do so.
