Electrician advise

Daft question but see if your getting an electrician to check out the wiring in a property do you need to have an electricity supply into the property connected.
I get it needs to be switched off if their doing the work but to test it (EICR) does it need to be on.

Ideally there will be a power supply to do an EICR in full but suppose it’s not absolutely required. It would just mean only ‘dead’ testing would be done and the certificate would contain a lot of limitations with a recommendation for it to be re-tested when power was available.

I think the question could be "what's the eicr for?"

If its just a case of someone's done a lot of their own wiring in a DIY project and want the wiring checked out the the spark could do it with no power.

If though, you're wanting a certificate for something like selling or letting the property then a certificate with the limitations mentioned would be a waste of money?

Dead testing and inspection can ultimately prove that an installation is safe but agree that if the certificate was for selling/building warrant etc then it would be a bit of a waste of money. Presence of an incoming earth for example is an important factor that can only be tested live.

Some of the testing like insulation resistance is done with the power off and some of it like earth fault loop impedance is done with the power on
