It's normally the other way round to be honest, a power guy doing crash balls at 12, with 13 a bit more creative. Although recently at international level particularly some teams have switched the two players around and have two creative players at 10 and 12 and then a power guy at 13. If I'm remembering correctly it was started by England with Wilkinson and Catt and has continued with Ford and Farrell.
It is generally a solution for teams whose best players are both in the same position at 10 and you don't want to leave someone out, so it makes sense given Hastings is in good form to give it a shot for Scotland.
Russell is a much better 10 than Horne, so in theory he should be a better 12 as well. Doesn't always work like that though.
