I was confused by that too. It seems to be part of some kind of running gag about 'Insulate Britain fails'.

All I see is their presenter making himself look even more of a fool than usual.

Aye I remember him from those days as well. That was a radio station that I loved listening to, but even then he was the worst and that was him obviously toning it down.
