That strikes me as kinda weird. Do they seriously not have any time to stage one game?

Pointless and rather stupid as neither side will care about being declared joint winners.

Is it because Raith might be in a number of play off matches?

Nobody, this was last season's competition when they were a Premiership club and therefore not eligible to take part.

This season's competition didn't take place.
