If fans aren't allowed back by the time the lower leagues get going, is there a danger they won't start at all?

Or will they be forced to start, and any club not able to manage financially will become collateral damage?

It's still another five weeks before lower league teams like Alloa, Arbroath and Hearts get going and anything could happen in that time. If infection rates continue to rise and fans can't get to games the season could easily be cancelled for them.

They start with the Betfred cup on 6th October, just over 3 weeks away

I think I'm right in saying that the lower leagues aren't having to test twice a week as they are working in the same way that normal Sunday league games would.
There is a serious risk of some restrictions being reimposed, in which case I don't see how the lower leagues could continue
