Will still be 4 Would have increased to 5 if Arsenal had won Europa League,but because Chelsea have already qualified through their league position, England don't get any extra places

As in the league seeded 10th. If England had a EL/CL winner that failed to qualify via league then the 10th seed loses their GS place and get a qualifier place instead.

EDIT: Actually I think it's the 11th seed

EDIT 2: Actually, you're right about France too. Both 11th seed and 5th seed have an optional GS place. I guess one is for EL winner and one is for CL winner.
