We do, also if they draw.
France can t win the section if we win today, they probably can’t get best runners up either, so you don’t know what you’ll get from them later

England have GD of +5 so we need to win by 5 to better them in case Togo slaughter France(unlikely) but still we need to better Togos result against France. A draw would have put us in real danger as France are lielky favourites against Togo
Group C isnt a contender for a 2nd place qualifier so its England/Togo/Scotland in contention

I think the preplanned draw might have been the
2nd place qualifuers (england) against the best group winners
But not if they were from the same group
Maybe Wikipedia assumes Canada won't win by 4 goals
