Shouldn't have been given if I remember rightly.

Pretty sure that as long as the ball doesn't go out or comes to a stop then it's up to the referee to decide when the penalty kick is over.

Yeah I thought there was guidance for this kind of thing and the referee would declare it over when the ball bounced significantly away from goal.

Could be wrong, can't remember where I got that.

When is a penalty kick completed (over)?

The penalty kick is completed (over) when the ball stops moving (including being held by the goalkeeper) or goes out of play or if the referee stops play.

Also;

Under the Laws of the Game a penalty kick — including a kick from the penalty mark to determine a winner — is completed only when the referee declares it so, and the referee should not declare the kick to be completed if there is any possibility that the ball is still in play.

In other words: So long as the ball is in motion and contacting any combination of the ground, crossbar, goalposts, and goalkeeper, a goal can still be scored.

I've definitely seen similar before too. Keeper does the same and celebrates away from goal early.
