They are going to St. Andrews for a weeks training also.

Just means you get permission to speak to the player if you meet the clubs valuation.

Any club that offers that amount can speak to him and negotiate on wages.

If someone outbids you they'd still need to agree terms with the player.

With Boyce being in the final year of his contract they may cash in for less but I don't think they will. English championship / league one teams are bound to be interested in him.
