What time can pubs start selling alcohol?

we asked the pub that we were in last year (Rutherglen) to open at 10am. the area manager for their pubs in that area did apply to the liscencing board , but it was knocked back. that would be for North Lanarkshire I suppose but there wont be many that open before 11, even in G1.
