Where does the money go?
Who actually benefits?
Does it fund the US space programme which has very strict emission controls I'm sure.

The US space program has almost zero impact on the environment and will do far more good for the inhabitants of this planet than harm.

The money will most probably go as settlement to the various class actions (investors) that were taken out against them and Fiat.

I can't argue with your first point and on your second I have no idea. I would like to think that given the circumstances the money would go to environmental projects.

I think the first and much larger fine was for that. I think it was $15 billion.
