At the risk of starting another political thread in which the same 10 or so people rehearse the same variants on entrenched positions, here is my question.

We've had the 1999, 2003, 2007 and 2011 Scottish Parliaments. Which one was the best so far for Scotland and why? What policy(ies) made the best Parliament stand out from the others?

Best policy I can think off of the top of my head is the Smoking Ban in public places. Seems strange now to think you would go to a pub and someone could light up next to you.

Not sure if it had any impact on cutting smoking rates but a policy that stands out for me.

I was going to say the same - as a non-smoker that was a great law to bring in and with it taking effect just before my 18th birthday, I haven't known anything other than a smoke-free environment in pubs in Scotland.
