That's a myth.

It started because belts are taken off of you going into prison and the trousers in there are loose.

Wearing no belt/baggy trousers is supposed to show that you have credibility having been to jail.

It does not mean you are available for bum fun.

I heard it was because kids in the projects used to get clothes from their bigger brothers. The family couldn't afford to buy new clothes so the younger kids would walk around with clothes too big for them.
Then all the middle class copied it because they're just so gosh darn gangster.
