Just watching the Man Utd game.
Why do commentators always say the referees must be 100% sure to give a penalty or give a goal? Is this real guidance given to refs or just rubbish made up by commentators?
I would've thought that if you're not 100% sure then surely you go with whatever you're more confident in. In this example, if he's 65% sure it's in the box (35% outside) then he gives the penalty?
I thought it was outside the box (about 75% sure in real time).
