Shouldn't have counted.

It was obviously a penalty shoot-out. In that case as soon as the ball stops moving forwards the penalty is over. For instance, if the ball hit the post and hit the back of the keeper and went in, that also wouldn't count.

That rules doesn't apply to penalties in normal play.

Goal was rightly given as long as the ball enters the net under its own steam after the kicker has taken it it's a goal
