I thought he was banned/ for 2 bookings leading up to the final? yet, the BBC sports site has said he will play. is this correct?

Him and Kayal i think are banned, i remember it being said by the commentators during thier semi-final.

It means that Celtic will meet Hibs, not that Wanyama will play.
