without googling, it has something to do with Pints and Quarts in a pub, but can't remember exactly why. Possibly to do with making sure you charged for what the patrons drank.

The lower case p is the mirror-image of q and the printers frequently put the wrong one in the frame. Toilet facilities being what they were they also often had to q for a p.
