Check out South Dakota, you can have a full (regular) license when you're 14. A few other states allow you to get a learner's permit at 14 as well. I suppose it depends on where you live, some states are pretty vast and not very populated.

Must have changed it because my friend in NC was driving at 13 but she had to have a person 21+ with a full licence in the car IIRC

That's a tough one. Darwin Award nominees have exploded over the past few years. If alcohol was involved then I would say not because lots of people do dumb **** when they're wasted. I think Darwin Awards are more apt for people who do stupid thing when of sound mind. If he was sober then I would still reserve judgment since I don't know what actually happened. Was he in the middle of the road, or was he clipped while at the side of the road? Not sure. Sounds like a funny prank gone wrong, unlike the guy who fell to his death while ****ing a chicken.

Found out the up here in CT the vast majority of the driving instruction is in the class room, with a quick driving session at the end of the course (in a closed court).

Doesnt surprise me, I cannae drive a couple exits down the I95 without honking the horn about 20 times.
