if man city reach the final of the carling cup does that mean Cardiff are in europe?

No. Unlike the FA Cup, only the winners are eligible for the Europa League.
There's another point. When the semi-pro Welsh league started, UEFA told the Welsh teams in the English setup that they had the choice of moving full-time into the Welsh setup or becoming ineligible for European qualification. That's why Cardiff and Swansea no longer get a Europa League place through the Welsh Cup as they used to. However, before Cardiff lost to Portsmouth in the FA Cup final a few years ago Platini indicated that UEFA might change its stance and allow them qualification through English competitions.

Barca - Madrid 2nd leg is on a bit later..... so 1st half of Pool game, watch them go in at HT 2-0 up and 3-0 up overall, then over to watch Jose's team getting spanked.
