It's mind boggling how this apparent scam was allowed to continue for such a prolonged period of time before concerns were raised. I suspect that widescale collusion involving numerous "interested" parties must have been in place.

I got a letter through my door from a company who said I needed my guttering completely replaced, and they claimed they'd get a statutory notice from the council to have the work done. It was to cost £1900 and that would be split between me and the downstairs neighbour.

Turns out the company is owned by the same guy who owns the house downstairs from me. I went away and got an impartial quote and was told there were a few bits of the guttering that needed replaced across the whole block of 4 houses and that the total bill would be £590. The original letter, claiming it would be £1900, wasn't even for the whole building, just for my house and the downstairs neighbours half of the block. I was raging.

I wouldn't be surprised if that company was involved in this council scam. Needless to say they haven't got back to me since I forwarded them the estimate I got.

Tantamount to fraud I'd say. Especially if you didn't get a "statutory notice" yourself!

I think I'd be knocking on the door downstairs and telling the guy exactly what I thought of him and his quote!

He owns the place and rents it out. I get on well with the people downstairs. That's sort of half the problem......I don't want to have a go at the guy who owns the place if it means that when the folk downstairs move out, he gets a shower of complete ***** and moves them in.
