Definitely not racist but stupid. In his defence, he comes from a country and lives in a country where there does not exist the culture of intolerance to this sort of behaviour that exists in this country. Perhaps because there are more people of traditionally oriental appearance in this country than Brazil or Italy.

He probably does not know the problem with that sort of gesture because nobody has ever told him. I'm sure he'll learn.
