Does anyone know why Chelsea v Everton goes to extra time and pens while Leyton Orient v Arsenal goes to a replay?

Why do some go to replays and some go to extra time then pens?

It was the replay. First game ended as a draw so it was the replay on Saturday.

First game was a replay already...

I didn't realise that, I thought it was the same round as everyone else
