Yes, the site is run by the Home Office and UK Border Agency.
While you might be able to operate a mouse, the life in the UK test might be taken by people who come from backgrounds where using a computer is not a daily occurrence. 'Backgrounds' in the way I mean it here can mean a lot of things and it is not necessarily restricted to someone's geographical or cultural background. Educational background, the kind of work they do, the sort of access they have to technology in the home or at work etc. The test is online, not like an examination paper.
The UKBA also produce information on how to write cheques, what kind of photographs constitute acceptable formats for their forms and what kind of pens are best to use for their application forms. These are all set out so that their enquiry bureau is able to focus on more significant matters than people phoning up to ask what kind of pictures they have to use, bounced cheques for visa applications and illegible forms because the applicant has used a pencil. Also as importantly, they provide very full instructions so that they do not get illegible application forms with unusable photographs which haven't been paid for - so that a taxpayer funded immigration caseworker can crack on with the job they have of assessing an application for what it contains and not having to spend valuable time - and our valuable money - on deciphering or unpicking a badly made application.
It's not as daft as it seems. For those who don't need it, then they don't use that information and crack on without reading it. It's only a website as well - it's not as if the information is particularly high-tech, high-end and high-cost stuff.
Though don't let that stop you if you want to have a "whatever next..." kind of rant... :wink:

I take your point about it not being high cost, I just can't get my head around how someone that can't use a mouse or keyboard finds it in the first place??
Maybe they are using there iphones:confused::wink:

There's more chance of anyone from just about anywhere being able to use a mouse than their getting a good signal on an i phone:greengrin
