The BBC have answered my question:

2102: A reminder, too, that in Scotland it is a 2300 GMT deadline for Scottish Premier League clubs and midnight for those in the Scottish Football League. No, I don't know why either.

To the best of my knowledge the window SLAMS SHUT at 2300 in the SPL & EPL to fit in with the rest of Western Europe. Why it's midnight for SFL clubs, I've no idea...
