Football league have an extra month or two for short term domestic loans.

Also the fa can authorise emergency loans If clubs need them.

I'm pretty sure that cross-border transfers between associations can only be arranged during transfer windows which is why sides in Scotland taking players from England on loan have to sign for the whole season or until the next window.
