I think that was Maghreb Fez (kicker) v. FAR Rabat (goalie) in Morocco. FAR are one of the top teams in that league, whereas Fez are not.

Hmmm, it's a curly one! When the penalty kick is over is entirely at the discretion of the referee but I was always taught that a penalty in a shoot-out is considered over when the initial forward momentum of the ball ends - which would rule this one out.
