It's one of these ones that, I think, requires a complaint from a member of the public. If someone is offended, then it's an offence.

I was always under the impression that it depends on context. If it's somewhere where it would be reasonable to expect to see some bristols in all their glory pointing back at you (i.e. the beach, naturist camp etc), then no but if it's not somewhere you might expect to see bristols (in Greggs, the Library, in a car on the bypass etc), then it is.

I might be completely wrong though.

I knew a guy who drove an Edinburgh Corporation bus topless.

He took it through the bus-was at the Longstone Depot one evening. Someone had forgotten to raise the roller doors all the way up, and he ripped half the roof off.
