Is this happening to anybody else?

Whenever I quote a message, there is always a huge gap between the top of the message panel and the quote.

Is this a bug? Or is there a reason for this?

I get the same problem (with IE v6.0.29). The quote always starts after the vbuttons line.

You will be on an older browser version of Internet Explorer. It does that in my work too.
