When he realised it would do him permanent damage, or when his neighbour asked for the chain back. We may never know. :dunno:

Think you're confusing two different situations.

The first Gulf War was all about liberating Kuwait, and its oil. They did that. They didn't have any authority to go any further, although some wanted to. I am sure they would've if they thought they would have got away with it. Cheney's speech here is, IMO, a bit of window dressing.

The second was about beating the krap out of Saddam. This time, in their view, they did have the authority.

The level of incompetance and the lack of basic awareness displayed by the Coalition Provisional Authority is criminal.

They had no idea what the situation in Iraq was before they went or even when they were there. They had no idea what they were going to do when they got there. And once they were in Baghdad, they never had enough staff or enough money to be able fix anything even if they'd had a clue how to go about it.

If you liked that book, you should read Bush in Babylon by Tariq Ali.

It's a history of modern Iraq as well as a critique of the 2003 invasion. Really interesting read and written in a quite unusual style as there is a load of poetry throughout the book.
