In the article, it mentions Hamilton Accies were docked 15 points for boycotting a game in 2000, what were the circumstances surrounding that?

"This was because of a 15-point deduction imposed on them by the league for failing to turn up to a match at Stenhousemuir on 1 April; at the time, the players were on strike over a pay dispute"

If East Stirling were threatened with a 15 point penalty for boycotting the game with Livi tonight, why have Livi not been penalised 15 points for refusing to play the game when it was first scheduled?
