In the article, it mentions Hamilton Accies were docked 15 points for boycotting a game in 2000, what were the circumstances surrounding that?

The Scottish Football League has punished second division Hamilton Accies with a 15-point deduction on Thursday for failing to play a game because of a players' strike.

If East Stirling were threatened with a 15 point penalty for boycotting the game with Livi tonight, why have Livi not been penalised 15 points for refusing to play the game when it was first scheduled?
